Rourke plays Rudy Ray, an ex-Marine-turned assassin-turned mercenary-turned Texas Ranger who must intervene in a bloody armed standoff at a shopping mall by escaped convicts, one of which is his own brother Joe Ray (Gage.) It was filmed on location in Fort Worth, Texas at what is now the La Gran Plaza.
