The PP-90 is an attempt to copy the concept (and probably some design ideas) of the American prototype Ares FMG (Folding Machine Gun), developed in early 1990s by KBP Instrument Design Bureau in Tula. Both the Ares FMG and its PP-90 clone were intended for concealed carry, and can be folded down to a relatively compact, plain looking metal box. When needed, these guns were to be unfolded into a ready-to-fire position in 3 - 4 seconds. Other weapons of similar concept include the UC-9 and Magpul FMG-9.

The PP-90 is a full-auto only weapon. The PP-90M is its select-fire variant. A 9x19mm Parabellum variant was also introduced later, designated the PP-92. Decpite produced from early 1990s, PP-90 and PP-90M were officially adopted for Russian law enforcement only in December 1996. Information about the number of pieces produced varies enormously: from 2,000 to 60,000(!). They were also exported to Kazakhstan and Mongolia.

Despite the name similarities, the PP-90 is unrelated to the PP-90M1.
