In the same ("Goodnight, Mr. Bean") episode Mr. Bean using Webley Scott Tempest air pistol (at one point in the scene you get a very brief but clear view of the gun in a drawer or nightstand) to shoot the lighting bulb, cause the switch is far from his bed.
This is definitely air  pistol; because there's no muzzle flash when Bean shoots.
