It was designed by KBP in 1993 and based on the RMB-93 shotgun. In about 1998, the GM-94 was adopted by Russian law enforcement services in a version for using less-lethal (tear gas and kinetic impact) projectiles. A military version of the GM-94 was adopted by the Russian military in 2007 as the LPO-97 (Legkiy Pekhotnyy Ognemet - "light infantry flamethrower"); it uses thermobaric munitions.

The GM-94 was also adopted by Kazakh, Belarusian, and Mongolian law enforcement.
