Usualy when the guns used by the bad guys are seen being fired they appear to be nickel or hard chromed Bernadelli PO-18Cs. Some cops are also seen using these guns.
A Smith & Wesson 439 is seen in the hand of one of the jamaicans early on in the movie, one also appears in a bag in their car. Ma Hon Keung (Jackie Chan) is seen holding a Smith & Wesson 439 taken from a thug, a couple of cops at the end of the movie also appear to be using Smith's.

A custom machine pistol is carried by the mob thugs pursuing Hon. As this film was partially filmed in Canada, it's likely that these pistols are the exact same props seen in the film Timecop as well as several Canadian-filmed television series including Smallville, Viper and Cobra: The Series.
What appear to be Heckler & Koch MP5A3's are carried by law enforcement during the final chase. One MP5A3 is seen used by a syndicate member before he enters the hovercraft.
